Ellicott City is a historic town located in Howard County, Maryland and is situated at the convergence of several streams and the Patapsco River. Its geography creates a natural funnel for water flow during heavy rains, making it prone to dangerous flooding.

Recognizing the need for a warning system, one local business owner established a shared network of security cameras to monitor floodwaters and improve community safety. Tragically, a devastating flood ravaged the town, destroying businesses and taking several lives.

The camera network, however, was able to capture crucial information and footage of the flood that was later used to make flood mitigation improvements and increase public safety. This network has since expanded to include 55 cameras with 12 participating businesses and now plays a key role in monitoring flood conditions and crime prevention in Ellicott City.

Shared video surveillance footage also improves evidence collection and investigations. A single incident can be captured from multiple viewpoints, increasing the chances of identifying suspects involved or causes behind an emergency.
