Understanding Grant Programs for Private and Religious School Safety

School safety is a growing concern. While jurisdictions around the country are under pressure to increase security measures for schools, they are simultaneously encountering the challenge of decreased school budgets – especially private and religious schools.

For this reason, grant programs are quickly becoming one of the most important tools available to religious and nonpublic schools seeking to improve campus security and safety. By going in this direction, the entire financial burden for safety is not placed on families, congregations, or donors.

While many schools are aware that these grants exist, few fully understand how these funding pathways actually work or how they can be used strategically to strengthen school security, emergency readiness, and student protection.

School safety funding is not limited to one type of grant or to one federal agency, for example. Instead, private and religious schools may access multiple funding structures depending on their needs, locations, and eligibility. These include direct nonprofit grants, public-agency partnerships, state nonpublic-school programs, homeland security grants, and even philanthropic initiatives.

Each of these funding models supports different priorities, ranging from security system installations, improvements, and cybersecurity upgrades to mental-health services, staff training, onsite personnel, anonymous reporting systems, and emergency communications.

Before pursuing these grants, it’s important to plan accordingly.

Schools that define their operational problems and safety gaps before requesting quotes or selecting products are generally more successful in securing grant money. This approach helps administrators and school leaders to think comprehensively and holistically about safety. This means integrated systems that include everything from cameras and similar technology, to governance, communications, and community coordination.

There are several major federal grant opportunities for schools.

Programs such as the STOP School Violence Program help support prevention strategies, including threat assessment, training, and anonymous reporting systems. Another is the FEMA Nonprofit Security Grant Program which helps fund target hardening and physical security enhancements for high-risk nonprofit schools.

Other pathways, including Title IV, Part A and the Stronger Connections Grant Program, provide support for safe and healthy student activities through partnerships with state and local education agencies. These programs bolster counseling resources, improve school climate, and expand emergency preparedness efforts.

State-level opportunities are equally important, such as those in states New Jersey, New York, Pennsylvania, and Indiana for example, which provide reimbursement models, matching grants, or dedicated security funding for private schools. These programs, like those offered by the Maryland Center for School Safety, reinforce the idea that private and religious schools are essential community institutions deserving of safety support.

Grant funding for school safety is about more than simply purchasing cameras or locks – both of which are important.

Rather, effective school safety investments help protect students, support staff readiness, improve emergency coordination, and strengthen community trust. By establishing key stakeholders, identifying operational priorities, and understanding available funding pathways, private and religious schools can create long-term safety strategies that protect both their educational mission and the people they serve.
